How can a company be added to HG&E's list of qualified Suppliers/Contractors?

The HG&E Supplier Information Form shall be completed and sent to HG&E by using one of the following options:

Once added to the list of qualified Suppliers/Contractors, will automatic notifications of open Invitation for Bids or Request for Proposals be sent to the Supplier/Contractor?

No.  Suppliers/Contractors may view open Invitation for Bids or Request for Proposals in the State of MA Central Register, Holyoke Sun or by sending an email inquiry.

Is a Supplier/Contractor able to submit bids even if he/she has not submitted a request to be added to HG&E's list of qualified Suppliers/Contractors?

Yes.

What laws govern Procurement at HG&E?

Laws that govern Procurement at HG&E include but are not limited to:

  • MGL c. 149,
  • MGL c. 30 s.39A-3940
  • MGL c. 164 s.56A-56D

How can plans and/or specifications for an open Invitation for Bids or Request for Proposals be obtained?

Send an email or visit HG&E's Main Office.

What are HG&E's Payment Terms?

NET/30 as long as there are no discrepancies with invoices.

If Contractors are hired by HG&E, does payment of Prevailing Wage Rates apply?

Yes.  All work performed on behalf of HG&E is subject to payment of Prevailing Wage Rates. 

Does HG&E require insurance coverage from its Suppliers/Contractors?

Yes.  All Suppliers/Contractors shall obtain the necessary insurance coverage.  To request applicable minimum insurance requirements, Suppliers/Contractors shall contact the Procurement office.

Are pre-bid meetings mandatory at HG&E?

For the most part, pre-bid meetings are mandatory.  If a pre-bid meeting is mandatory or optional, it will be disclosed in the Central Register and newspaper publications as well as in the Invitation for Bid documents.

Is a list of open Invitations for Bids or Request for Proposals available?

Yes.  Please send an email inquiry.

Are bid results or bid tabulations available?

They are available upon request by contacting the Procurement office to make alternative delivery options. 

Do Suppliers/Contractors have to be prequalified in order to bid on HG&E Invitation for Bids or Request for Proposals?

Some projects require prequalification while most projects require experience.  Applicable requirements can be found in each Invitation for Bid or Request for Proposals. 

Is there a fee to receive a copy of an Invitation for Bids or Request for Proposals?

Most projects do not require a deposit to obtain the Invitation for Bid or Request for Proposals however; HG&E may charge a fee on certain projects.  This information can be found in the Central Register and newspaper publications as well as in the Invitation for Bid or Request for Proposals documents.

How can a list of plan holders for a specific project be obtained?

Upon request by contacting the Procurement office to make alternate arrangements for delivery of the list.
